PPROBLEM TO BE SOLVED: To provide a dam basin snow accumulation estimation device, a dam inflow water quantity estimation device and a program, capable of estimating a snow accumulation and a dam inflow water quantity in a dam basin by simple processing. PSOLUTION: Snow accumulation data containing an amount of snow cover from a measuring point disposed in an intended dam basin is inputted (data input part 11), an amount of snow cover in each altitude-based basin of the dam basin classified based on altitude ranges is estimated based on the snow accumulation data of the measuring point (snow accumulation estimation part 12). A snow density is estimated from snow quality data estimated from the history of snowfall (snow density estimation part 13), and a coverage that is a snow covering area in each altitude-based basin is estimated based on the snow quality data and the amount of snow cover (coverage estimation part 14). A total snow accumulation mass of each altitude-based basin is estimated by calculating a snow mass of each altitude-based basin from values of the amount of snow cover, the snow density and the coverage (overall snow accumulation mass estimation part 15), and a dam inflow water quantity value is calculated from the total snow accumulation mass (inflow water quantity estimation part 16).
