PPROBLEM TO BE SOLVED: To provide a failure diagnosis system and a failure diagnosis method capable of easily creating a failure diagnosis model in which a model for a failure cause having a multistage hierarchy structure is formed. PSOLUTION: The failure diagnosis system comprises a storage means having a cause and effect relationship table for expressing a cause and effect relationship between abnormal states of components such as a component or a group of components which form an image creation device and a failure phenomenon as a phenomenon characterizing a failure of the image creation device; and a creation means for creating a failure diagnosis model modeling causes of the failure of the image creation device on the basis of the cause and effect relationship table possessed by the storage means. The cause and effect relationship table stores information expressing the cause and effect relationship at each hierarchy formed by the components. The complicated failure diagnosis model modeling hierarchical failure causes can be easily created since the failure diagnosis model is created on the basis of the cause and effect relationship table storing the information according to a multistage hierarchical structure of the components.
