PPROBLEM TO BE SOLVED: To provide a manufacturing method of catalyst support powder capable of suppressing operating voltage drop in an endurance test of a polymer electrolyte fuel cell (PEFC), and to provide a PEFC using the catalyst support powder. PSOLUTION: This manufacturing method of catalyst support powder for a polymer electrolyte fuel cell goes through: a first process for manufacturing a mixture of a cation exchange resin, a carbonaceous material, a fluororesin, and a solvent; a second process for providing mixed powder of the cation exchange resin, the carbonaceous material, and the fluororesin by drying the mixture; a third process for adsorbing cations of a catalyst metal to fixed ions of the cation exchange resin in the mixed powder; and a fourth process for chemically reducing the cations. The manufacturing method is characterized in that not less than 30 mass% of any of methanol, acetone and (methanol+acetone) is included in the solvent of the mixture in the first process.
