PPROBLEM TO BE SOLVED: To provide a method for creating a plant capable of normally forming neither of male or female gamete as countermeasures against the environmental risk of a gene-recombinant plant. PSOLUTION: The method for creating the plant insufficient in sexual gamete formation involves introducing into a plant genome a barnase gene bound to the downstream of a reduction division stage-specific promoter, and a barstar gene bound to the downstream of a promoter structurally expressing a target gene in a plant cell without the one in a gametogenesis period.
