PROBLEM TO BE SOLVED: To provide a damping device with a viscoelastic element which is excellent in execution performance at a work site, a proof-stress wall with the damping device which is provided with the device, and an execution method of the stress wall.;SOLUTION: The proof-stress wall is provided with the damping device which is used for the proof-stress wall of a building constructed by a frame-wall method. Mounting parts 2a, 2b are provided to one planar member 14 and the other planar member 14 of the proof-stress wall 22 which are adjacent to each other, and the mounting parts 2a, 2b are each arranged on one side part and the other side part on almost the same surface. Then each of the mounting parts 2a, 2b of the unitary damping device 1 with the viscoelastic element is fixed. The damping device 1 with the viscoelastic element is constituted by one cover plate 3, the other cover plate 4, and the viscoelastic element 5. The mounting parts 2a, 2b, each of which is provided on the same surface, are provide on one side part of one cover plate 3 and the other side part of the other cover plate 4. The cover plate 3 has a viscoelastic element fixing part on the same surface as the mounting part 2a on one side, and the other cover plate 4 has a viscoelastic element fixing part which is in parallel with the other mounting part 2b.
