PROBLEM TO BE SOLVED: To speedily perform communication when powering on a receiver or when returning from outside of the radius to inside of the radius by shortening the time required for initial pull-in of frequency control.;SOLUTION: A plurality of frequencies at equal frequency intervals are set to the inside of a carrier frequency deviation distribution range, a despreading correlation value is determined for each frequency, and a maximum first frequency f3 is determined. A second frequency f6 lower than the first frequency f3 and a third frequency f7 higher than the first frequency f3 are set. The frequency interval between the first frequency f3 and the second frequency f6 and between the first frequency f3 and the third frequency f7 is a half of the interval of the plurality of frequencies being set when determining the first frequency f3. Despreading correlation values are determined for the second frequency f6 and the third frequency f7 and a frequency of a greater despreading correlation value is determined.
