PPROBLEM TO BE SOLVED: To provide a junk mail reception refusing system for economically configuring a valid system by improving the quality of mail distribution service. PSOLUTION: A junk mail transmitted from a junk mail transmitting terminal 5 is transferred to a junk mail deciding device 2 by a mail server 1. A junk mail deciding device 2 extracts URL included in an electronic mail, and executes its comparison and retrieval processing with harmful ULR information to be distributed from a URL database 4. The junk mail deciding device 2 adds the comparison and retrieval processing as a harmful information identifier to an electronic mail, and returns the electronic mail to the mail server 1. The electronic mail to which the harmful information identifier is added is distributed from the mail server 1 to the junk mail reception refusal setting validating terminal 3. The junk mail reception refusal setting validating terminal 3 designates the harmful information identifier to execute reception refusal(discard) setting, and executes the abandonment processing of the electronic mail including the pertinent harmful information identifier without receiving it.
