PROBLEM TO BE SOLVED: To provide a molten plastic cooling and solidifying apparatus for suppressing the accumulation of foreign matter and the damage of a belt and capable of efficiently cooling and solidifying molten plastic. SOLUTION: The molten plastic cooling and solidifying apparatus is equipped with a movable weir 3 provided above the belt 12 so as to leave a predetermined interval from the upper surface of the belt 12 and capable of being displaced upwardly from the predetermined interval, a non-contact range finder 7 for detecting foreign matter before reaching the movable weir 3, an electromotive jack 6b for displacing the movable weir 3 upwardly on the basis of the detection signal from the non-contact range finder 7, a cooling water amount regulator 8 or a belt speed regulator 9 for accelerating the cooling of the belt region where the movable weir 3 is upwardly displaced, feeding foreign matter and a damper 41 for fractionating a regenerated product 51a on the basis of the position data of the movable weir 3 from the electromotive jack 6b at a time when the belt region containing foreign matter is discharged as the regenerated product 51a.
