PROBLEM TO BE SOLVED: To provide a video image information retrieval system to which a new retrieval rule can be added flexibly.;SOLUTION: The retrieval and monitoring system has a video image analyzing unit 104 for analyzing the feature of a video image from a video image signal which constitutes the video image; an event description generating unit 105 for generating an indicator description in which the future of the video image is expressed in a retrievable way by a retrieve rule entered from the outside; an event data base unit 106 for storing the indicator description of the video image in a retrievable way in correlation with auxiliary information capable of specifying the scene of the video image; and a retrieval engine unit 110 for retrieving the event data base unit 106 according to the retrieval condition entered from the outside, and generating auxiliary information for satisfying the retrieval condition. When a retrieval rule of the video is newly added during operation, the video image can be retrieved by the newly added retrieval rule by using an indicator generated by the event description forming unit 105 based on the added retrieval rule.;COPYRIGHT: (C)2007,JPO&INPIT
