PROBLEM TO BE SOLVED: To provide a cooling apparatus which can change its cooling capacity in order to optimize the structural control and particularly, can lower the cooling capacity in a high temperature range without degrading the cooling capacity in a low temperature range which affects the cooling time; and further, to provide a strip casting apparatus for alloy of a niobium-based sintered magnet provided with such cooling apparatus; and to provide a method for cooling the cast sheet of the above alloy.;SOLUTION: Plurality of fins are arranged in the inside of a cylindrical rotating body rotatable in the normal and the reverse directions as the rotating direction, and covers are arranged so as to cover these fins. In the case of rotating the rotating body in the normal direction, the covers are constituted so as not to bring the cast sheet into contact with the fins and the inner surface of the rotating body by pushing out the cast sheet, Also, in the case of rotating this rotating body in the reverse direction, the covers are constituted so as to come into contact with the fins and the inner surface of the rotating body by taking in the cast sheet from an opening hole part arranged at the front surface.
