PROBLEM TO BE SOLVED: To solve the problem that a conventional information providing device does not urge a user to wait in a shop near a station where it is highly possibile that a user uses means of transportation even after a delay cause is dissolved.;SOLUTION: A delay information utilization device comprises: a delay DB; a delay waiting DB; a means for receiving entry information to a delay waiting shop and storing it in the delay waiting DB; a received information determination means for determining whether or not the entry information and leaving information are equal on the basis of the delay waiting DB when receiving the leaving information from the delay waiting shop; a staying time determination means for extracting delay time corresponding to the entry information and the leaving information from the delay DB and determining whether or not waiting time defined from the entry information and the leaving information is included in the delay time when the result of the determination is affirmative; and a means for imparting award information extracted from the delay DB when the result of the determination is affirmative.;COPYRIGHT: (C)2007,JPO&INPIT
