PROBLEM TO BE SOLVED: To provide a speaking speed conversion apparatus capable of changing speech data of the speaking speed changing on the way to the speaking speed at which speaking is easy to catch.;SOLUTION: The speaking speed conversion apparatus buffers the speech data to be converted for every prescribed amount (S201). The apparatus subjects the prescribed amount of the buffered speech data to measurement of the speaking speed by counting of the number of syllables and the like (S202), compares the speaking speed with the desired speaking speed set by the user (S203) and performs the speaking speed conversion processing of the speech data stored in the buffer (S204).
