The laminate 10A is heated between heat board plates 21, 22, to make the electrolyte particles 2 and the electrolyte particulates 3 melted, and the molten electrolyte is impregnated into the porous reinforced membrane 30 to make the reinforced type electrolyte membrane, and by the molten electrolyte, the reinforced electrolyte membrane and the electrode catalyst layer 6 including the electrode catalyst particles 4 are connected and integrated into a state that no boarder exists between the layers to make the membrane electrode assembly A1.
