PPROBLEM TO BE SOLVED: To efficiently perform fuel cell power generation by acid-saccharification of soil, leaf mold, sludge, or the like, and simultaneously make use of residues after generation as a fertilizer composition additive soil or a soil conditioner, or the like. PSOLUTION: Suspension liquid of acid such as phosphoric acid, sulfuric acid, hydrochloric acid added into suspension liquid of soil, leaf mold, compost, sludge, or the like suspended in water is used as an electron supply source (fuel) for a fuel cell, and simultaneously, calcium phosphate generated after neutralizing of a residue after generation by calcined lime, calcium sulfate (plaster), a soil residue containing calcium salt such as calcium chloride, a leaf mold residue, a compost residue and a sludge residue are used as a fertilizer composition additive soil or a soil conditioner, or the like.
