PPROBLEM TO BE SOLVED: To facilitate discrimination of a guide URL, by discriminating between a valid URL and the guide URL. PSOLUTION: A mail server 11 determines whether or not a URL included in incoming mail is the guide URL. For a domain name, the mail server 11 makes the determination using a URL determination criterion. The mail server 11, when a user terminal 16 has acquired the incoming mail, makes an entrys for data about the guide URL in a guide URL database 12a. A proxy server 13, when the user terminal 16 makes a request for access to a web server 15, searches the guide URL database 12a, and if the guide URL is present therein, transmits, to the user terminal 16, the domain name and the IP address of the guide URL, and information on a domain owner.
