PPROBLEM TO BE SOLVED: To provide an insect-repelling composition capable of obtaining a high repelling effect, also having a long lasting time of the repelling effect and further having low toxicity, and an insect-repelling sheet by using such the insect-repelling composition. PSOLUTION: This insect-repelling composition contains plant extract-containing liquid as a main component, containing mugwort extract-containing liquid and Houttuynia cordata extract-containing liquid. Further, the plant extract-containing liquid preferably contains at least 1 kind selected from a green tea extract component, striped bamboo extract component, carbonized ginseng leaf extract component, carbonized prickly ash extract component, hinoki underground stem extract component, Japanese iris leaf extract component and loquat leaf extract component.
