PPROBLEM TO BE SOLVED: To optimize a production and physical distribution plan, or physical distribution control requiring arbitrary temporal accuracy in detail at a high speed, or at accuracy required by a planner. PSOLUTION: A present physical distribution condition and information are taken out, the taken-out information is set as input data, an initial value or the like, the product group to be manufactured or carried is detected based on the set information, a process route selectable candidate is extracted to the detected product group, a numerical model is constructed to the extracted process route selectable candidate at the set plan preparation accuracy, the constructed numerical model is solved based on the evaluation function, and the date immediately after the determined period set within the solved production and physical distribution plan is set to be a new plan starting date. A series of processing operations to determine the production and physical distribution plan for the new planning period are successively performed thereby, and the physical distribution plan or the physical distribution control can be optimized in detail at a high speed or at the accuracy required by the planner.
