PROBLEM TO BE SOLVED: To provide a cutting tool of surface-coated cemented carbide with a hard coating layer achieving excellent abrasion resistance in high speed heavy cutting conditions.;SOLUTION: On the surface of tungsten carbide-based cemented carbide substrate or titanium carbonitride-based cermet substrate, a hard coating layer of composite nitride of Al, Ti and a rare-earth metal is formed in a total average layer thickness of 1-15μm by physical deposition. The hard coating layer has a component thickness distribution structure in a thickness direction in which Al-content highest points and Ti-content highest points alternately and repeatedly exist at prescribed intervals, and in which Al and Ti contents are respectively and continuously varied from the Al-content highest point to the Ti-content highest point, and from the Ti-content highest point to the Al-content highest point. The Al-content highest point satisfies a formula: (Al1-(X+Z)TiXRZ)N, and the Ti-content highest point satisfies a formula: (Ti1-(Y+Z)AlYRZ)N.
