PROBLEM TO BE SOLVED: To provide a surface-covered cemented carbide cutting tool whose hard covering layer exhibits good chipping resistance and wear resistance in a high-speed heavy cutting condition.;SOLUTION: A hard covering layer of a carbonated compound of Zr and Ti is deposited with a thickness of 2 to 20 μm on a substrate surface along a layer thickness direction, and the maximum containing point of Zr and oxygen and the maximum containing point of Ti and carbon are present alternately and repeatedly at a predetermined interval to form a hard covering layer having structure of component concentration distribution where the containing amount of Zr and Ti and the containing amount of oxygen and carbon change respectively successively. The layer has a configuration meeting mutual containing rates for Zr and Ti, and for oxygen and carbon at the maximum containing point of Zr and oxygen being Zr/(Zr+Ti):0.80 to 0.98 at an atomic ratio, and oxygen/(oxygen +carbon):0.80 to 0.98, and mutual containing rates for Ti and Zr, and for carbon and oxygen at the maximum containing point of Ti and carbon being Ti/(Ti+Zr):0.80 to 0.98 , carbon/(carbon+oxygen): 0.80 to 0.98 at an atomic ratio, and having a gap between the adjacent points configuration of the layer being 0.01 to 0.2 μm.;COPYRIGHT: (C)2004,JPO
