SOLUTION: Water is supplied to preliminarily crushed waste plastics containing plastics and papers in a small amount necessary and sufficient to swell papers to crumple and loosen swollen papers along with plastics to disintegrate papers into fibers. The crumpled and loosened water-containing waste plastics are sprung up by a large number of spring-up blades (33b) rotated around a vertical axis at a high speed while a large amount of water is supplied to the waste plastics and centrifugally dehydrated through a mesh-like screen (38) in the periphery of the waste plastics. At this time, fibrous matter becomes a felt-like state to be accumulated on the outer peripheral surface of the mesh- like screen (38). Water is ejected to the fibrous matter accumulated on the outer peripheral surface of the mesh-like screen (38) to remove and recover the fibrous matter.
