P To provide a voice signal processing apparatus changing a basic frequency of an input voice signal into a desired basic frequency with little computational quantity without deteriorating quality of the voice signal. PSOLUTION: The apparatus is provided with: a spectrum analysis part 11 multiplying the input voice signal by a time window and converting it into a frequency region and obtaining a spectrum; and a band division zero phase part 12 dividing the spectrum by the set frequency, holding amplitude, changing the phase to a zero phase, adding it with a high pass spectrum component, changing the spectrum and converting it into a time region and obtaining the converted voice signal in a low pass spectrum component. The apparatus is also provided with a superposition addition synthesis part 13 which sequentially moves a time position of the time window multiplied by the input voice signal, generates the converted voice signal, multiplies the converted voice signals which are sequentially generated by the time window, generates a pitch waveform and performs superposition and addition ON a time axis in a pitch position of the desired basic frequency and generates a synthesized voice signal.
