PROBLEM TO BE SOLVED: To obtain an oxovanadium (IV) complex which has an insulin-like action and is useful as a medicine for treating diabetes, hypertension, and the like, by adding a mercapto-pyridine-oxide (derivative) as a ligand. ;SOLUTION: This oxovanadium (IV) complex containing a 2-mercapto- pyridine-N-oxide (derivative) as a ligand. The 2-mercapto-pyridine-N-oxide (derivative) is preferably a ligand of the formula [R1 to R4 are each hydrogen, a (substituted) hydrocarbon, a halogen, an alkoxy, a (substituted) amino or a (substituted) heterocyclic group]. A method for producing the oxovanadium (IV) complex includes a method comprising adding an oxovanadium sulfate solution to a solution of the target ligand and then isolating the formed oxovanadium (IV) complex.
