PPROBLEM TO BE SOLVED: To perform change of entrusted items of a mandator other than the principal with security, regarding to a biometrics device which carries out personal identification, using biological information. PSOLUTION: When biometrics is successful, matching of biological information registered in an IC card (5) and biological information detected in a sensing unit (1-1), change in the entrusted items of the mandator which are registered in the IC card (5) is permitted.
