PROBLEM TO BE SOLVED: To provide an on-site facility fuel demand and supply system and an on-site facility fuel demand and supply method which can reduce influence due to the fuel consumption circumstances of a customer and fuel price fluctuation.;SOLUTION: This on-site facility fuel demand and supply system is provided with a tank storage/discharge management server 10 and a fuel delivery signal generating device 20 connected through a communication line 30 to the tank storage/discharge management server 10. The fuel delivery signal generating device 20 is provided with a detection part 21 for detecting the fuel usage of the fuel tank of a customer and a communication part 22 for transmitting the fuel usage data expressing fuel usage detected by the detection part 21 to the tank storage/discharge management server 10. The tank storage/discharge management server 10 is provided with a processing part 12 for selecting either the fuel delivery destination company or a fuel delivery validating tank as fuel delivery destination based on the fuel usage data to be transmitted from the fuel delivery signal generating device 20.
