PROBLEM TO BE SOLVED: To provide an IC card system which can prevent an IC card from being used in a state wherein data stored on the IC card are different from management data on a center system side. SOLUTION: A card reader writer (R/W) sends a request to temporary update the stored data to the IC card and when it is confirmed that the temporary update ends normally, a request to actually update the same management data with the stored data is sent to the center system. When it is confirmed that the actual update of the management data by the center system ends normally, a request for real update is sent to the IC card and the contents of the stored data of the IC card are determined only by the performance of the real update.
