PROBLEM TO BE SOLVED: To prepare a map database including the newest road regulation information by collecting positional information from a vehicle traveling on a road and collecting the passage number of vehicles traveling on the road by using a link matching method.;SOLUTION: A position detection signal from a vehicle 2 traveling on the road is received, the traveling locus of the vehicle 2 is obtained on the basis of the received detection position of the vehicle 2, the traveling locus of the vehicle is matched with a link on the map database, the number of vehicles passed is totalized in each link matched with a plurality of vehicles, and a link of which the number of vehicles passed is less than a threshold is judged as traffic regulation.;COPYRIGHT: (C)2006,JPO&NCIPI
