PROBLEM TO BE SOLVED: To provide a treatment apparatus by which treatment time can be shortened, which can be miniaturized, and whose cost is lowered by heightening a reaction efficiency by an activated oxygen seed and an OH radical in a case accelerated oxidation treatment is carried out for object water to be treated. ;SOLUTION: A black light 5 as a light source is installed in a reaction tank 1 through a lamp protective pipe 4, an aeration tube 3 for ozone gas is installed near the bottom wall of a reaction tank 1, light rays with 310-410nm are radiated to the water 10 to be treated and a titanium dioxide powder 9 charged to the reaction tank by the black light 5, so that dissolved ozone generated by ozone dispersion is decomposed by a photocatalytic reaction caused by light absorption of the titanium dioxide powder 9 and activated oxygen seed is produced. Organic substances in the water 10 to be treated are removed by oxidation by using the activated oxygen seed.
