PROBLEM TO BE SOLVED: To provide minimum band guarantee services only by a function mounted on a general MPLS router in an IP network where LSP using MPLS technology is set.;SOLUTION: In a communication network, an IP packet is transmitted and received through an entrepreneur network 30 in which minimum band guarantee LSP 33 is set between PE routers 31-1 and 2. The PE router 31-1 selects the packet based on a transmission source IP address, and classifies and marks the packets for band guarantee and for non-guarantee according to whether the TOS value and the band of a communication path exceed a minimum band or not. The IP packets for one direction are stored in one transmission queue 42-1, and the packets for band guarantee are preferentially transmitted.
