PROBLEM TO BE SOLVED: To enhance the increasing rate of potential on the surface of a conductive base material and to improve sterilizing effect by controlling the surface positive potential of the conductive base material to such positive potential that the decomposition of electrolyte does not occur when positive potential is applied to the conductive base material to suppress the generation of aquatic organisms and scale.
