PROBLEM TO BE SOLVED: To enhance the increasing rate of potential on the surface of a conductive base material and to improve sterilizing effect by controlling the surface positive potential of the conductive base material to such positive potential that the decomposition of electrolyte does not occur when positive potential is applied to the conductive base material to suppress the generation of aquatic organisms and scale. SOLUTION: As an antifouling means against fouling by aquatic organisms to vessels and buoys, fishing nets such as cultivated fish preserves and fixed nets, water feed/drain pipe interior, and the surface of underwater structures such as valves, application of such potential that sea water or water is not decomposed is used, thereby microorganisms are sterilized or prevented from being stuck. In this electrochemical control method, when applying positive potential to a conductive base material, a process in which it is set at a higher positive potential than the original positive potential and the surface positive potential of the conductive base material is controlled and kept at such a positive potential that electrolyte is not decomposed and a process in which positive potential is lowered from that at which electrolyte is not decomposed of 0 Vvs. SCE are performed. In this way, the shortening of positive potential applying time required for sterilization is attained.
