SOLUTION: In a weather predication model operation, a first calculation of weather prediction model is started (S22) after receiving grid point value (GPV) data (S21), and assimilation of the observation value by the first calculation (S23) and prediction calculation (S24) are performed. After waiting up to the next calculation time (after 3 hours) (S25), a second calculation is started (S26). At this time, the prediction value 3 hours ago obtained by the first calculation is used as the initial value to perform the assimilation of the second observation value (S27), and only a precise prediction value after data assimilation in the short-time prediction up to three hours later is calculated (S29).
