The turbine has a cylindrical/oval shaped aerodynamic cap mounted on a turret (9). An opening for capturing the wind with respect to a vertical axis is shifted from 10 to 15 degrees. The opening is provided with a deviation deflector (2) to form oval shapes. A regulation deflector (5) is fixed on a roof of a tower in an extension of a support to obtain an internal compression against positioning blades (3). The deflector (5) has small shutter openings (6) at calculated distances to obtain an internal depression against the blades, and are placed in a protection contour of the blades. Independent claims are also included for the following: (1) a centrifugal governor actuating a variable speed transmission (2) a control table connected to remote-controlled cabinet with electronic and electric securities (3) an energy storage using a hydraulic system at inside of the concrete building.
