The invention discloses an optical limiting material exhibiting the highest known laser damage threshold. The material comprises core shall nano particles of Ag@Zr02 mixed in equal volume of polyvinyl alcohol. The material exhibits a laser damage threshold of above 33J/cm2 (@1064nm, 8ns and the nano particle material used exhibits nonlinear scattering and optical limiting properties in the range of 4.2J/cm2 to 33J/cm2- The method of preparing the optical limiting material and optical devices using the material is also disclosed.
