Described is propellant-free nebulizer containing an aerosol preparation in the form of a solution and a process for preparing aerosols for administration by inhalation of aerosol preparation. In propellant-free nebulizer a therapeutically active quantity of an aerosol preparation is sprayed, being measured in a measuring chamber and under high pressure of between 10 MPa and 50 Mpa through at least one nozzle with a hydraulic diameter of 1 to 12 micrometers droplets with an average particle size of less than 10 micrometers within a period of between one and two seconds.
