The water heater 10 requires artificial operations around it in the case of use. The question generating section 34 generates question information. The question information is information for particularizing the particular abnormity. The particular abnormity is abnormity relating the water heater 10 and includes abnormity with respect to artificial operations. The display section 36 displays the question information. The input section 32 receives answer information on the basis of the question information displayed on the display section 36. The answer information is information associated with a state of the water heater 10 and a state of the artificial operations. The question generating section 34 furthermore generates succeeding question information on the basis of the answer information.
