The information server (104) calculates the communication rate in a mobile telephone network (101) by means of a communication rate calculation equation for the calculation, from the quantity of the outgoing data received from the mobile telephone terminal (103) through the gateway device (102), the information on the incoming data notified from the mobile telephone terminal (103), and the quantity of data for the communications with the mobile telephone terminal (103), and determines the charge for the communication rate calculated.
