A trapping agent for radioactive carbon and carbon dioxide, a fabrication method thereof and a trapping method using the same are provided to reduce environmental pollution, by filtering radioactive carbon and carbon dioxide generated during a nuclear fuel processing process. In a trapping agent for radioactive carbon and carbon dioxide, a mixed compound including calcium oxide and one of fly ash and dolomite is absorbed into a porous sponge. The mixed compound has 10-70 wt% fly ash and 30-90 wt% calcium oxide. The mixed compound has 10-70wt% dolomite and 30-90wt% calcium oxide. The mixed compound has 10-70wt% fly ash, 10-70wt% dolomite and 20-80wt% calcium oxide. The porous sponge is a polyurethane foam.
