Provided are a novel strontium magnesium silicate-based blue phosphor which is excellent in color purity, can be heat treated at a low temperature and is applied to UV LED, and its preparation method. The strontium magnesium silicate-based blue phosphor is represented by (3-x-y)SrOÀxA_(a,b)OÀMgOÀSi2O8:Eu_y^2+, wherein A is Ba, Ca or their mixture; 0=x1; 0.005y=1; a+b=1; 0=a=1; and 0=b=1. The method comprises the steps of mixing a strontium precursor, an alkaline earth metal precursor, a magnesium precursor, a silica precursor, and an europium precursor; drying the mixture at a temperature of 100-150 deg.C to prepare a phosphor precursor; and heat treating the phosphor precursor at a temperature of 800-1,500 deg.C under the mixture gas atmosphere comprising hydrogen and nitrogen.
