PURPOSE: A mobile telecommunication terminal unit having a function of reporting a call charge discount-applied area and a mobile telecommunication system using the same are provided to confirm a call charge discount-applied area always by storing information related to the call charge discount-applied area in a subscriber processing part of a mobile telecommunication system and the mobile telecommunication terminal unit. CONSTITUTION: A base station(100) performs telecommunications by using a wireless protocol interworking with a mobile telecommunication terminal. A base station controller(200) controls wire/wireless links and performs a hand-off function for maintaining durability of a call during the movement of a mobile telecommunication subscriber. An exchanger(300) is positioned between a plurality of base station controllers(200) and a short message service center(400) for configuring a speech path of the mobile telecommunication subscriber and performing connection with other communication network. The short message service center(400) changes a predetermined character message fitting to a communication standard for outputting the changed message via the exchanger(300), the base station(100), and the base station controller(200). A subscriber processing part(500) receives information related to registration/release of a call charge discount-applied area reporting service of the subscriber from the Internet or a customer support center for storing the information in a subscriber DB(550) and setting the affected service, and outputs system information related to call charge discount-applied area to the mobile telecommunication terminal unit based on the stored subscriber information.
