A plane heater having high adherence is provided to prevent spark between a carbon wire and an electrode wire by closely contacting the carbon wire and the electrode wire. A plane heater(30) is woven in a plain weave, with some strands of insulation(20) disposed along one carbon wire(10) at regular intervals. Some strands of electrode wires(40) are disposed in a direction perpendicular to the carbon wire at both sides of an edge. A terminal is formed on the strand of the electrode wire. A twisted portion is formed by twisting the electrode wire and the carbon wire, so that the electrode wire is closely contacted with the carbon wire.
