A waterproofing system for construction is provided to execute installation and dismantlement quickly by installing on the upper part of a rooftop slab layer and to make the rooftop have waterproofing and soundproofing functions for a long term. A waterproofing system for construction comprises an outer base member(10) adhered closely to a rooftop railing wall(61) on a rooftop slab layer(60) using a fixing nail(13), shock absorbers(20) made of silicon and arranged on the inside of the outer base member at regular intervals, a lower rubber pad(30) adhered closely to the base member to cover up the shock absorber and provided with insertion grooves(31) to fix the shock absorbers and an adhesion groove(32) to fix with the inner end of the outer base member, a variable lifting bar(40) inserted to the insertion groove of the lower rubber pad and fixed with a fixing nut(41), and an upper rubber pad(50) provided with an insertion groove to be fixed to an adhesive layer of the lower rubber pad.
