Provided is a luminous picture frame for a noctilucent picture by using a base frame, thereby efficiently transmitting light energy to the noctilucent picture by vertically emitting a lighting member. The luminous picture frame includes a basic frame, a base frame(20), a housing(100), and a controlling member. The base frame is mounted on a rear surface of the basic frame by a fixing member, and has shafts(40), engaged to shaft motors(30) formed on an inner portion, expanded in both directions of the shaft-motors and a pair of moving arms(50) formed on an upper portion. The housing is connected to the respective end portions of the moving arms, and has a fixing housing(100a) having a pair of step motors(120) and a rotating housing(100b) having lighting(111) and a socket(112). The controlling member controls rotation of the step motors.
