A system for interworking a terrestrial LBS(Location Based Service) network with a disaster management communication network and a location perception method of a communication terminal using the system are provided to enable the communication terminal to transmit/receive data to/from a disaster management communication network managing center through the terrestrial LBS network even in a shadow area of the disaster management communication network. Plural communication terminals(400) subscribe for a terrestrial LBS network and a disaster management communication network. A disaster management communication network managing center(100) demands location inquiry for a particular one of the terminals(400). A terrestrial LBS managing center(200) calculates a location of the particular terminal by using location signals transmitted from the terminals(400) through plural terrestrial LBS base stations(210). An LBS interworking server(300) requests the center(200) to search the location of the particular terminal in response to the request of the center(100), and transmits location information sent from the center(200) to the center(100).
