A mercury-free surface light emitting lamp apparatus is provided to simplify a process and improve the brightness by using no ball spacer. An upper substrate(110) includes a plurality of domes like an upper portion of a tunnel. A lower substrate(120) includes a plurality of depressed channels and is attached to the upper substrate to form a discharge space. The upper substrate is a glass substrate formed using a mold or a forming frame. The channels are formed in the lower substrate using sand blaster or wet etching. The upper substrate includes an upper glass (111) including a plurality of domes like an upper portion of a tunnel and a phosphor layer(112) formed at an inner surface of the domes of the upper glass.
