PROBLEM TO BE SOLVED: To provide a degradation determination device capable of estimating a capacity of a secondary battery.SOLUTION: A rectifier in a degradation determination device for determining a degradation state of a battery to be measured includes an output terminal that is connected to the battery and a load in parallel and allows output of output voltage corresponding to a setting value to the output terminal. A dummy loading unit is connected to the output terminal of the rectifier in parallel separately from the load. A current measuring part measures a current value of discharge current of the battery that is applied from the battery to the dummy loading unit and the load. A rectifier voltage control part controls the setting value of the output voltage, and changes the output voltage of the rectifier at the time of degradation determination test for the battery to the voltage allowing the battery to discharge electricity. A control part controls current applied to the dummy loading unit so that the current value of the discharge current applied to the dummy loading unit and the load after allowing the battery to discharge electricity at the time of performing the degradation determination test becomes a predetermined current value exceeding the current value before the degradation determination test that is specified according to the current applied to the load before performing the degradation determination test.
