A non-directional circular-polarized antenna using a periodic slant line structure is provided to obtain the maximum flatness in a gain within a designated beam width by converting a linear polarization to a circular polarization with a three-layer substrate. In a non-directional circular-polarized antenna using a periodic slant line structure(110), the periodic slant line(110) is formed on a substrate(100) by applying a corrosion process. A linear polarization generated from the antenna is converted to a circular polarization by forming the substrate(100) having the periodic slant line(110) as a cylinder shape to surround an outside of the antenna. The substrate(100) is formed as the three layer substrate by inserting dielectrics with the same dielectric constant to the three layer structure.
