A system for removing a shadow region of a terrestrial DMB(Digital Multimedia Broadcasting) signal is provided to avoid a problem of the back-off occurring by using an FR relay and a problem of installing an optical path occurring by using an optical relay, by using a satellite to remove the shadow region. A terrestrial station transmission apparatus(200) multiplexes an ETI signal by TDM(Time Division Multiplexing), and upwardly transmits the TDM signal to a broadcasting satellite using Ku frequency band or Ka frequency band. A satellite(300) retransmits the received TDM signal to the ground using Ku frequency band or Ka frequency band. A gap filler(400) demultiplexes the TDM signal of Ku frequency band or Ka frequency band to the ETI signal, converts the demultiplexed signal into a terrestrial DMB-OFDM(Orthogonal Frequency Division Multiplexing) signal, and transmits the terrestrial DMB-OFDM signal to a terrestrial DMB shadow region.
