A call distribution analysis device and method and a relay range determination method using the same are provided to calculate an overlapped situation and distribution of calls detected from a cell loading measurement device, thus exact cell planning is available. A sector call power detector(213) is configured by sector or region by comprising a reverse call counter(205) and an RSSI(Received Signal Strength Indication) sensing module(207) for measuring RSSI for a call. A forward call counter(203) counts forward call states by sector or region. An operation device(209) collects detected results of the detector(213) in one base station unit, collects the forward counter(203) by sector or region to extract a dropped or overlapped call, and sets a communication state of an equivalent region to data based on RSSI for a substantial call. An analyzed result display(201) displays regional communication state information of the operation device(209).
