A method for preparing a highly ion conductive Scandia stabilized zirconia, and a method for preparing an electrolyte by using the Scandia stabilized zirconia are provided to simplify the manufacturing process, to improve ion conductivity, thereby enhancing the performance of a fuel cell, and to allow the material to be sintered at a lower temperature, thereby reducing a manufacturing cost. A method for preparing a highly ion conductive Scandia stabilized zirconia comprises the steps of weighing scandium nitrate (Sc(NO3)3.5H2O) and zirconium nitrate (ZrO(NO3)2.2H2O) so as to make the ratio of scandium and zirconium be 8-9 : 91-92 or 10-11 : 81-90 by mol, dissolving them in distilled water, and adding glycine; heating the obtained solution at 90-100 deg.C and stirring it to evaporate water; increasing the heating temperature to 200-250 deg.C to obtain an powder by self-complexation; and calcining it at 650-750 deg.C for 1-3 hours.
