An advanced sewage and waste water treatment method by using the selected and cultured bacillus species bacteria and an apparatus thereof at an aerobic digester are provided to selectively proliferate only bacillus species. A rotation biochemical membrane cover(10) is installed at a rotation biochemical membrane contact container(8). An air volume controller(11) is installed at the upper portion of the rotation biochemical membrane cover so that the rotation biochemical membrane contact container and rotation biochemical membrane contact apparatus are maintained at a limited aerobic state. An amount of the dissolved oxygen is maintained below 1.0mg/l in an aeration container. An amount of the dissolved oxygen is maintained under 0.5mg/l in a non-aeration container. The oxidation and reduction electric potential value is maintained in the range from -250mV to -300mV in a spore formation container.
