A system and a method for issuing all enterprise certificates based on XBRL(eXtensible Business Reporting Language) by using a communication network are provided to make out data structure or date instance for financial statements based on XBRL on the Internet and to enable users such as a company, an organization, a licensed tax accountant, etc. to make out or use enterprise certificates by configuring an XBRL program in the user's system. A data/document maker(120) generates a structure document for defining a structure of various enterprise certificate document forms, makes a document-original data relation script by connecting to original enterprise information data of a tax/accounting system, and makes out a form script for generating the data according to the form requested from a reception institution. A document storing part(140) stores the structure document, the document-original data relation script, the form script data, enterprise certificate data, and digital signature data. A data output part(160) outputs the structured enterprise certificate data corresponding to the structure document by corresponding to the form script, and outputs a copy prevention part and a 2D(Dimensional) barcode.
